Rail Could Encounter More Costs, Delays Over Change Orders, Utility Conflicts

More rail costs and delays could be on the way based on new developments from the Honolulu Authority for Rapid Transportation’s latest board of directors meeting.

On Monday, the rail authority reviewed existing and future contract issues.

Another round of proposed change orders in the millions of dollars are pending from Kiewit, which is building the first two segments.

Unresolved timing for putting Hawaiian Electric utilities underground in the airport section could cause delay or cost issues on the newest contract.

“These are the issues that we have to get better at and unfortunately these other sub-issues are popping up now and it is major and we have to address it and we have to be upfront with the council and tell them, ‘I don’t know until the staff tells us what the answer is,’” said HART board chair Colleen Hanabusa.

Board members also met again in executive session over their performance review of HART CEO Dan Grabauskas.

They say they will reconvene Wednesday morning on that same topic.
