Rail Street Journal: I am not worried that costs could rise. I am worried that costs WILL rise. By the very nature of the type of Design Build contract that HART signed, such a contract allows for cost increases. Why did HART not negotiate a GMP (Guaranteed Maiximum Price) or Fixed Fee Not To Exceed type of contract? HART has already paid millions to designers of the 4 stations to Middle Street. How much of this design work product will be used by STG JV?

Will taxpayer dollars be again wasted?
And to date there have been no real estate developers asking to participate in P3 for these four stations. Why, because they got their interest in the stations from downtown to Ala Moana. But not interested enough to play because the City cannot guarantee the rail will ever make it to Ala Moana anytime soon.

Rail Rant– why wasn’t HART told to hold line on costs 2 years ago?
